Historical Background

Sebaste was formerly called "Ipayos" by the Augustinian missionaries in the year 1897. On september 26, 1964, President Diosdado Macapagal issued Excutive Order No. 99 creating the Municipality of Sebaste.  Prominent figures behind this were Valetine Lomugdang, Perfecto and Honorato delos Reyes, Dionesio Peralta, Domingo Antonio and Juan dela Cruz who did all the paper works sustained by Manila-based Sebastehanons like Benito Galido, who later became the first appointed Mayor of Sebaste, Pablo Azucena, Anacleto Villahermosa, Isabelo Dionela and Salvador delos Reyes.

Its existence was short-lived when in 1965, with the change of administration, Executive Order 99 was nullified.  With relentless efforts and constant follow-up, lobbying and representations with Congressman Jose Fornier, Sebaste became a full pledged Municipality by virtue of law in 1966.
