To equip the barangay leaders of all barangays of the municipality of Hamtic, Antique with adequate knowledge on Barangay Civil Registration System (BCRS) and on Laws on Civil Registration, an intensive training was conducted by the municipal government of Hamtic in coordination with the National Statistics Office (NSO) -Antique and Association of Civil Registrars of Antique on September 16-18, 2008 at Punta Villa Resort and Training Center, Iloilo City.

Among the topics that were tackled with 94 participants are the proper registration of Court Decrees and Legal Instruments (CDLI), R.A. 9048, R.A. 9255, Marriage Laws, and Registration of Vital Events (VE) such as birth, marriage, and death.  The participants had also undergone a workshop on the accomplishment of civil registry forms such as the birth and marriage certificates under the facilitative guidance of NSO Personnel headed by Regional Director Norman Julag-ay and Provincial Statistics Officer Jesus F. Escote, Jr.

The personal experiences of participants had taught them of the immense importance of a person’s civil registration documents such as his or her birth certificate especially that they are in high demand nowadays. They learned from the training the ways to solve or avoid the problems that are brought about by mistakes in the filling up or in the processing of civil registration documents.

As provided by the Local Government Code of 1991, barangay officials, especially Barangay Secretaries play a very important role in assisting the Municipal Civil Registrar in the accurate and timely registration of vital events such as birth and death that occurred in their respective barangays.   They serve as the Barangay Civil Registration Agents (BCRAs) helping their constituents realize a complete, timely and error-free vital events registration and effectively realizing their basic right to a name and nationality.

It can be recalled that the Local Civil   Registry Office of Hamtic headed by Municipal Civil Registrar  Joselinda O. Elizalde was adjudged as one of Outstanding Local Civil Registry Offices in the country last August 2008 in Davao City for its active implementation of the Barangay Civil Registration System and other civil registration activities.
