Perez of RDC VI and Calbayog City Mayor Mel Seven S. Sarmiento of RDC VIII discussed among others arts and culture, the problem on climate change and global warming. According to Mayor Sarmiento in the 1990s nobody listens when the issue on global warming and climate change were discussed. But because of the recent developments when the people experience especially the horrifying backlash of Typhoon Frank, they now are eager to sit down and talk about the ill-effects of climate change and how to address the problem. Taken up too with much enthusiasm by the three leaders was the holding of the First One Visayas Arts Festival. Gov. Garcia without batting an eyelash volunteered to host the festival in Cebu next year to include the climate change forum. Garcia believes that once the people are aware of their rich heritage and appreciate their culture, it’s a unifying factor that goes beyond politics. Governor Sally Z. Perez on the other hand who earlier has rootedfor federalism said that the planned activities is a great idea as a prelude to One Visayas State they mull about. Perez further said that a Federal Form of Government will give the regions more independence and more revenues will be funneled to the local government.
