LRED Participatory Planning approach introduced to LGU San Jose San Jose, Antique Print E-mail

The capital town of Antique, headed by Mayor Rony L. Molina, is undergoing a participatory planning approach aimed at mobilizing local resources which results to economic activity.  The activity called LRED (Local Regional Economic Development) is a tool which brings together local resources-human and otherwise to stimulate the growth of the local economy. 

It brings together people both from the private as well as the public sector to have a dialogue and discuss possible interventions to an identified potential source of development.  The LRED activity started today July 8 until July 10, 2008 at the Pinnacle Suites and jointly facilitated by the Department of Trade and Industry and the German Technical Cooperation (GTZ).  LRED involves the conduct of Rapid Economic Appraisal (REA) whereby it tries to capture the local economic condition by conducting interviews with the private businesses, the academe, NGOs, LGUs present in the locality. 

This way the result of the REA will give the locals an overview of where San Jose is vis a vis economic growth.  The results can be very important input to how the action plan will be formulated, which will happen on the last day of the LRED.  The conduct of the LRED in San Jose, Antique was sealed by signing of a Memorandum of Commitment (MOC) today July 8, 2008 between the town of San Jose led by Hon. Rony Molina, , DTI to be represented by Director Dominc Abad and GTZ to be represented by Dr. Volker Steigerwald. 

LRED is one of the major interventions in the SMEDSEP program (Small and Medium Enterprise Development for Sustainable Employment Program).  SMEDSEP is a development cooperation project between the Philippines and Germany.  It aims to improve business and investment climate for SME in the Philippines, especially in the Visayas.  It contributes to the efforts of the Philippine government to improve the framework  conditions to private sector development in the country. 

SMEDSEP is implemented  in partnership by DTI at national, regional and provincial levels on behalf of the Philippine government and the German Technical Cooperation on behalf of the German government.  GTZ is an international cooperation enterprise for sustainable development with worldwide operations owned by the German Government.  For 30 years, it has been providing forward looking contributions to political, ecological and social development in partner countries. 

GTZ supports reform and change process in an increasingly globalized world, often working under difficult conditions.  GTZ is a major approach to facilitate change in promoting capacity development of people and partner organizations as well as improving institutions and frame conditions in partner countries.  The joint projects and programs are outcome and impact oriented and contributes towards socioeconomic progress (Rhea M.
