i agree with mannie that it really needs further study and preparations if kinaray-a.com would really take the responsibility of giving this award to deserving young people of Antique in the molds of Evelio Javier. We don't want na magaabot ang tinion na ang illustrious name of Beloy will just be tainted by controversies simply because of some politickings, manipulations of other sectors to serve their end using such award...

my suggestion would be:


1. Form a KINARAY-A.COM Steering Committee for such an award.
2. Create a separate Board of Trustees/Judges to be composed of Respected Antiquenos/Antiquenas with impeccable reputations and integrity to lead the selection process, this could include representative from Kinaray-a.com, immediate family of Beloy like his wife or one of His sons.
3. One nominee will be accepted every municipalities for every selection year.
4.Nominees will do community service in their respected municipalities/communities for a given period of time to be monitored by the Steering Committee the progress and development of the nominees.
5. The Board of Trustees/Judges will scrutinize the achievements,efforts of the nominees and eventually select the Awardee for the Year.


Of course along the process, the Steering Committee will provide activities/challenges/tasks to really determine and develop the leadership qualities of the nominees imparting to them the ideals and aspirations of Beloy. and at the same time instilling in them the true virtues of being a proud Antiqueno/Antiquena. The format could be ala Pinoy Big Brother HOuse in terms of tasks/challenges and all for purposes of making the selection process challenging, competitive, and motivating..

Well, just some thoughts for now....

The trouble with an outstanding this or that award not linked to a specific achievement or where success cannot be attributed to one person alone is that for every awardee there are probably dozens more deserving but just have not been nominated, have been less documented, or have simply shun publicity. And judges, no matter how illustrious, can only judge on the basis of what they know. This is why the Nobel peace prize and the prize for economics are hounded by controversy but Nobel prizes for specific scientific discoveries that have undergone rigorous peer review are not.
In the end, one is judged by one's peers and the people whose lives one has affected.

i also agree sa predicament mo nong na maybe there still those deserving people na magasidetrack kag indi matugruan ka proper attention sa amo dya na klase ka award giving exercise.

i believe that more than the focus on the award, what's important here is we are launching a campaign drive in every antiquenos/ antiquenas in rediscovering that KINARAY-A pride sa kada isara kanaton...it so happen lang ria nga ang outstanding example na puwede naton mabul an ka inspiration is si Beloy given His exemplary service kag dreams/aspirations para sa aton probinsya. just the same, that's wat we would like to propose na thru this exercise, mataw-an naton ka venue ang mga pamatan-on ka probinsya to astrive for their best and at the same time learn to imbibe the values and dreams of Beloy para sa kaaraydan kang mas duro nga katawhan ka probinsya.


of course, as manie said this really needs further and careful study to put safety nets para mapahamtang ang aton baratyagon sa mga fears and apprehensions with regards sa kadya.
