DOTC-Maritime Transport Undersecretary Elena Bautista told abs-cbnNEWS.com that the government is offering a reward to those who can locate the container.
She said the drums contain a chemical called toluene diisocyanate (TDI), which were aboard MV Ocean Papa. She said the drums were thrown off the vessel due to strong waves caused by typhoon Frank.
